EUSS- Rights of travel for holders of a Certificate of Application (COA) when an EUSS application is pending or subject to administrative review or appeal

The IMA has received information that citizens who hold a valid Certificate of Application are having issues at the UK border, including being denied entry to the UK or are subject to removal directions. The IMA has written to the Home Office to seek clarification of the rights of citizens travelling when in receipt of a COA and/or when an active review was pending. The IMA is also engaging with the Home Office to understand how CoA holders will be able to enter the UK once ETA is enforced in February 2026. 

After IMA input, the HO will now remove the advice not to travel for all Certificate of Application holders on all CoAs and associated guidance from 11 February 26. In addition, it has updated its systems so that CoA holders will be able to board their transportation and reach the UK border once ETA is enforced.
