Gibraltar Housing Allocation
His Majesty’s Government of Gibraltar (HMGoG) has revised its Housing Allocation Scheme (the Scheme). The changes took effect on 6 January 2026. The Scheme sets out the rules on who can apply for government housing and how applicants are prioritised. The IMA was concerned that the previous Scheme was incompatible with the EU Withdrawal Agreement and the EEA EFTA Separation Agreement (the Agreements).
The IMA has engaged with the Government of Gibraltar to ensure EU and EEA EFTA citizens and their family members living in Gibraltar protected by the Agreements are eligible to apply for government housing. The provision of Government owned accommodation through the Scheme is different from affordable housing. For more information on affordable housing in Gibraltar visit: Housing.
Eligibility
If you lived in Gibraltar on the 6 January 2026 and you are entitled to acquire the right of permanent residence or you have already acquired permanent residence under the Agreements, you may be eligible to apply for government housing. If you were already on the housing waiting list on 6 January 2026 you will already meet the eligibility for the scheme.
Right of permanent residence
You automatically acquire the right of permanent residence in Gibraltar if you have lived there for a continuous period of 5 years and you were meeting the limitations and conditions of residence set out in the Agreements. This means that if you are protected by the Agreements, you will not have to demonstrate that you have lived in Gibraltar for a continuous 15-year period to be eligible for the Scheme.
However, when applying to the scheme you may need to evidence your permanent residence for the purposes of applying for government housing. HMGoG will be able to advise you on the evidence needed.
Qualification and priority of housing allocation
The Scheme sets out additional rules on qualifying for housing and a point system to decide on the priority of allocation. The rules on eligibility, qualification, the point system and appeals can be found here: Housing Allocation Scheme Rules 2026.
As an EU and EEA EFTA citizen or their family member protected by the Agreements, you must be treated in the same way as other people who are eligible to apply for the Scheme. This means the qualification requirements, and the point system on priority and appeals will apply in the same way.
